Galen Winsor describes his hands-on experience with used nuclear fuel and radioactive materials. He explains how the rules associated with his profession changed during the period from 1947-1982. He also questions why those rules changed and who benefited from the changes. There is a Manhattan Project document that says U-235 and plutonium can be rendered safe (or its explosive power greatly reduced) so its value to the Russians, or terrorists, or organized crime is greatly reduced. In 1946, General Groves and others suggested building small safe nuclear reactors — just as Galen Winsor suggests in this video. What happened to that de-weaponizing plan and the plan to build small nuclear reactors? They just disappeared, or were covered up. By the time the report was declassified in the 1990s, it was long forgotten. When I asked an “expert,” who worked in nuclear reactors for decades, how to de-weaponize fissile material, he said he didn’t think it was possible. Case closed.
